While transportation is a core state function, S1218 significantly expands government spending without corresponding structural reform or cost restraint. By transferring $275 million directly from the General Fund, the bill diverts massive resources away from tax relief, school choice, and other conservative policy priorities. The Strategic Initiatives and Local Highway Distribution Funds lack clear oversight and are often used for politically selected projects, contradicting platform commitments to transparency and accountability. Moreover, the bill continues a pattern of annual capital infusion without any attempt to scale back or privatize long-term infrastructure responsibilities. The Idaho Republican Party Platform (Article I, Sections 1A–C and Article XII, Section 4) emphasizes disciplined budgeting, limited government, and fiscal responsibility—all of which are undermined by this bloated and unrestrained funding package. For these reasons, SB1218 earns a negative rating.
