Bill Information: H0825 – America250 License Plate Program

Session: 2026 Regular Session
Status: UnknownAmended
Last Action: Reported Signed by Governor on March 27, 2026 Session Law Chapter 223 Effective: 03/27/2026 (Mar 30, 2026)

Bill Summary

House Bill 825 creates a new optional America250 special license plate program available to Idaho vehicle owners starting July 1, 2026. Vehicles registered under Section 49-402 (excluding those over 26,000 pounds gross weight) may purchase these red, white, and blue plates for an initial fee of $35 and an annual renewal fee of $25. Of those fees, $10 goes to the state highway account for program administration, while $25 of the initial fee and $15 of each renewal fee are transferred directly to the Idaho Heritage Trust to fund heritage preservation grants.

The bill simultaneously eliminates the existing 50-cent-per-plate fee that was previously paid to the Idaho Heritage Trust from the plate manufacturing account for use of a copyrighted license plate design. Section 49-450 is amended to remove that per-plate royalty payment, and Section 67-7602B is updated to redirect the Heritage Trust’s funding source from that per-plate fee to the new America250 plate program. The Heritage Trust’s operational rules remain intact: funds are deposited into a permanent endowment, only interest is spent on grants, and project sponsors must match any grant dollar-for-dollar.

The bill also makes technical corrections to Section 49-402(9), adding the new 49-416A plates to the list of special plate programs subject to the $35 initial and $25 annual program fee structure, and adding 49-420U to the same list while correcting a duplicated reference to 49-420T. Initial plate design costs are borne by the Idaho Heritage Trust, and sample plates may be purchased for $30, with $20 of that going to the Trust.

Overall Assessment

This bill restructures how the Idaho Heritage Trust receives public funding by replacing a passive 50-cent royalty collected on every license plate issued statewide with revenue generated only from drivers who voluntarily purchase the new America250 specialty plates. Idaho vehicle owners who want the America250 plate will pay $35 upfront and $25 annually, with the majority of those fees flowing to the Heritage Trust’s permanent endowment for historic preservation grants. The practical effect is that Heritage Trust funding becomes dependent on voluntary participation rather than a guaranteed per-plate fee, making its revenue stream less predictable but tying it to an opt-in civic program commemorating the nation’s 250th anniversary.
