Bill Summary:

House Bill 357 creates the America250 Commemoration Fund in the state treasury for the purpose of financing Idaho’s participation in the national 250th anniversary celebration of the founding of the United States in 2026. The bill establishes a seven-member America250 Advisory Committee, composed of appointees from the Governor and Legislative Council, as well as state officials. The committee is granted full authority over the distribution and use of funds, which may come from state appropriations, grants, donations, and gifts.

The bill allows the committee to direct state agencies to spend from this fund, even outside their normal budgetary authorizations. Unused funds revert to the general fund by June 30, 2027. The act includes a sunset clause effective July 1, 2027, and an emergency clause to take immediate effect upon passage.


Reason for Rating:

Despite its patriotic framing, H0357 expands government scope by creating a temporary, unelected committee with broad discretionary spending power and no explicit accountability or oversight mechanisms. It authorizes taxpayer spending on ceremonial, nonessential activities, which falls outside the proper role of government as outlined in the Idaho Republican Party Platform. The use of an emergency clause is unjustified and represents continued misuse of procedural shortcuts. The bill does not advance core conservative goals such as limited government, fiscal restraint, or individual liberty. For these reasons, House Bill 357 is appropriately rated at –1.
