Bill Information: H0577 – License Plate Validity Extension Act

Session: 2026 Regular Session
Status: Unknown
Last Action: Reported Signed by Governor on March 17, 2026 Session Law Chapter 29 Effective: 07/01/2026 (Mar 18, 2026)

Bill Summary

House Bill 577 amends Idaho Code sections 49-443 and 49-443B to fundamentally change how long license plates remain valid. Currently, license plates expire after 10 years and owners receive notice at the end of the ninth year. This bill eliminates the fixed 10-year expiration period and instead makes license plates valid indefinitely, as long as they remain readable and legible and comply with display requirements under section 49-428.

The bill removes the requirement to print the year of expiration on restricted vehicle license plates for all-terrain vehicles, utility type vehicles, and motorbikes. It also changes the recycling rules for plate numbers: currently, if a plate number expires under the 10-year rule and is not renewed within 60 days, the number becomes available for reassignment. Under the new system, plate numbers only become available for reassignment if registration is not renewed within 60 days of expiration.

For specialty license plates from discontinued programs, the bill removes the 10-year usage limit and allows registrants to use these plates indefinitely as long as they remain readable and legible. The bill also updates provisions for state vehicles and vehicles belonging to taxing districts to align with the new indefinite validity standard. The legislation includes technical corrections such as changing “upon” to “on” and is declared an emergency measure effective July 1, 2026.

Overall Assessment

This bill makes administrative changes to Idaho’s license plate system by eliminating the 10-year expiration requirement and allowing plates to remain valid indefinitely as long as they are readable and legible. The changes reduce administrative burden on vehicle owners by eliminating mandatory plate replacement cycles and allow continued use of specialty plates from discontinued programs. These modifications are purely procedural and do not substantively affect any policy areas beyond vehicle registration administration.
