Bill Summary
The Motor Voter Act amends Section 34-404 of Idaho Code to require the Idaho Transportation Department’s Division of Motor Vehicles to automatically register eligible electors to vote whenever they apply for a new driver’s license, license renewal, license correction, or a state identification card. DMV offices are required to complete voter registration applications on behalf of qualifying applicants and forward those completed applications to the appropriate county clerk on a weekly basis and on the business day before voter registration closes. Applicants who do not wish to register may opt out of the process.
The bill takes effect July 1, 2026, under an emergency declaration. Existing provisions governing political party affiliation selection and primary election ballot procedures are retained and renumbered to accommodate the new DMV registration subsection. Registration applications submitted during periods when registration is closed are held pursuant to existing Idaho Code Section 34-408.
